Why does Rosa Parks Day have two dates?

Ohio’s statute says Dec. 1 honors “the woman who helped usher in the modern civil rights movement on that day in 1955 by refusing to give up her seat on a bus in Montgomery, Alabama.” Texas HB 3481 uses similar words: Dec. 1 is Rosa Parks Day “in honor of Rosa Louise McCauley Parks for her courageous act of refusing to give up her seat on a Montgomery, Alabama, bus to protest segregation which helped launch the civil rights movement in the United States.”

Feb. 4 is the date Missouri’s statute sets: “The governor shall issue annually a proclamation setting apart the fourth day of February as ‘Rosa Parks Day’.” Michigan’s law moves the day to a Monday, “the first Monday following February 4 of each year.” The statute texts we read do not say why Feb. 4 was chosen, so we do not.

Is Rosa Parks Day a holiday?

None of the laws quoted here closes state offices or gives a day off. They name the day. Ohio designates it, Texas declares it, Tennessee calls it “a day of special observance,” and Missouri’s governor proclaims it. Michigan’s law “encourages individuals, educational institutions, and social, community, religious, labor, and business organizations to pause on Mrs. Rosa L. Parks day and reflect upon…” in the statute’s words. Check your own employer or school for hours.
