US clocks fall back at 2 a.m. local time on Sunday, Nov. 1, 2026, according to the National Institute of Standards and Technology (NIST), and from then New York is 9 hours behind Dubai; it was 8. The United Arab Emirates (UAE) keeps the same time all year, so the whole change lands on the US side. A one-page printable US to Middle East time converter is on this page.

The figures below are our calculation from the Coordinated Universal Time (UTC) offsets in the time zone database kept by the Internet Assigned Numbers Authority (IANA), release 2026f.

Which Middle East countries change their clocks in November?

Most do not. The IANA database lists these places on a fixed offset all year:

PlaceOffset all year
Dubai, Abu Dhabi, Muscat (UAE, Oman)UTC+4
Riyadh, Jeddah (Saudi Arabia), Doha (Qatar), Kuwait, Bahrain, Baghdad (Iraq), Istanbul (Turkey)UTC+3
Amman (Jordan)UTC+3, fixed since 2022
Tehran (Iran)UTC+3:30, no daylight saving time since 2022

Two places do change, and both already did. Israel (Jerusalem, Tel Aviv) follows the rule “Zion 2013 max Oct lastSun 2:00” in the IANA database, so winter time (UTC+2) began on Sunday, Oct. 25, 2026. Egypt (Cairo) follows “Egypt 2023 max Oct lastThu 24:00”, so winter time (UTC+2) began at the midnight that ends Thursday, Oct. 29, 2026.

The US side moves on Nov. 1. NIST says daylight saving time (DST) runs until 2 a.m. local time on that date, and the rule is set in 15 U.S.C. 260a. Eastern Time (ET) goes from UTC-4 to UTC-5. Arizona (apart from the Navajo Nation) and Hawaii do not change. Our report on the US change has the full rule.

How far ahead is Dubai, Riyadh or Tel Aviv of each US zone?

The table gives the gap from Nov. 1, 2026 to Mar. 13, 2027, with the old gap in brackets where it changes.

US zoneDubai, Abu DhabiRiyadh, Doha, IstanbulTehranTel Aviv, Cairo
Eastern (New York)9 h (was 8)8 h (was 7)8 h 30 min (was 7 h 30 min)7 h

Mountain (Denver)11 h (was 10)10 h (was 9)10 h 30 min (was 9 h 30 min)9 h
Arizona (no change)11 h (was 11)10 h (was 10)10 h 30 min (was 10 h 30 min)9 h
Pacific (Los Angeles)12 h (was 11)11 h (was 10)11 h 30 min (was 10 h 30 min)10 h
Alaska (Anchorage)13 h (was 12)12 h (was 11)12 h 30 min (was 11 h 30 min)11 h
Hawaii (no change)14 h (was 14)13 h (was 13)13 h 30 min (was 13 h 30 min)12 h

The Tel Aviv and Cairo column has no bracket because their old gap depends on the date, which the next section covers. Kuwait, Bahrain, Baghdad and Amman share Riyadh’s offset, and Muscat shares Dubai’s, so they follow the same columns.

What time is it in Dubai, Riyadh, Tel Aviv and Cairo when it is 9 a.m. in New York?

From Nov. 1, 2026, 9 a.m. ET is 6 p.m. in Dubai, 5 p.m. in Riyadh and 4 p.m. in Tel Aviv and Cairo, all on the same day. The table converts a few other times, checked against the offsets above.

New York time (ET)DubaiRiyadhTel Aviv and Cairo
7 a.m.4 p.m.3 p.m.2 p.m.
9 a.m.6 p.m.5 p.m.4 p.m.
12 p.m.9 p.m.8 p.m.7 p.m.
5 p.m.2 a.m., next day1 a.m., next dayMidnight, next day
8 p.m.5 a.m., next day4 a.m., next day3 a.m., next day

A standing call fixed in Dubai time moves on US clocks. A 6 p.m. Dubai call was at 10 a.m. ET until Oct. 31 and is at 9 a.m. ET from Nov. 1. Phones with automatic time zone settings update on their own, but a calendar invite saved in a fixed US time needs a manual check.

Why were the Israel and Egypt gaps only 6 hours for a few days?

Because Israel and Egypt went back to winter time before the US did. The gap with New York was 7 hours in summer, dropped to 6 hours when the Middle East changed, and returns to 7 hours when the US changes.

CitySummer gap with New York6-hour windowGap from Nov. 1
Tel Aviv, Jerusalem7 hSun., Oct. 25 to Sun., Nov. 1, 20267 h
Cairo7 hFri., Oct. 30 to Sun., Nov. 1, 20267 h

The reverse happens in spring. Under 15 U.S.C. 260a the US moves its clocks forward on the second Sunday in March, which is Sunday, March 14, 2027 (our calculation). Israel’s summer time returns on Friday, March 26, 2027 (rule “Mar Fri>=23 2:00”), and Egypt’s on Friday, April 30, 2027 (rule “Apr lastFri 0:00”). So the Tel Aviv gap is 6 hours from Mar. 14 to Mar. 26, 2027 and the Cairo gap is 6 hours from Mar. 14 to Apr. 30, 2027, before both return to 7.

When does the gap with the Gulf change again?

On Sunday, March 14, 2027, New York moves to UTC-4, so Dubai drops to 8 hours ahead and Riyadh to 7 hours ahead. Nothing changes in the Gulf itself. Our story on when daylight saving time starts again has the 2027 dates for US zones.
