US clocks fall back one hour at 2 a.m. local time on Sunday, Nov. 1, 2026, and from then New York is 13 hours behind Philippine Standard Time (PHT); until Oct. 31 it was 12 hours behind. The rule comes from the National Institute of Standards and Technology (NIST), and the Philippines does not move its clocks, so the whole change lands on the US side. A one-page printable US-Philippines time converter is on this page for your desk.
The Philippines’ own abbreviation for its standard time is PhST, also written PST. We use PHT here to avoid confusion with Pacific Standard Time. The figures below are our calculation from the Coordinated Universal Time (UTC) offsets.
Does the Philippines change its clocks on Nov. 1, 2026?
No. The Philippines keeps UTC+8 all year. The time zone database that phones and computers use, kept by the Internet Assigned Numbers Authority (IANA), lists the zone Asia/Manila and shows daylight saving time in the Philippines last in 1990, from May 21 to July 28. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) describes itself on its home page as disseminating the Official Philippine Standard Time.
The US side does change. NIST says that “during 2026, daylight saving time is in effect from March 8 at 2 a.m. (local time) to November 1 at 2 a.m. (local time).” Eastern Time (ET) goes from Eastern Daylight Time (EDT, UTC-4) to Eastern Standard Time (EST, UTC-5), and the other zones move the same way. See our report on the US change for the full rule.
How far ahead of each US zone is Manila?
| US zone | UTC offset until Oct. 31 / from Nov. 1 | Manila ahead until Oct. 31 | Manila ahead from Nov. 1 |
|---|---|---|---|
| Eastern (New York) | UTC-4 / UTC-5 | 12 hours | 13 hours |
| Central (Chicago) | UTC-5 / UTC-6 | 13 hours | 14 hours |
| Mountain (Denver) | UTC-6 / UTC-7 | 14 hours | 15 hours |
| Pacific (Los Angeles) | UTC-7 / UTC-8 | 15 hours | 16 hours |
| Alaska (Anchorage) | UTC-8 / UTC-9 | 16 hours | 17 hours |
| Arizona (Mountain Standard Time all year) | UTC-7 / UTC-7 | 15 hours | 15 hours |
| Hawaii | UTC-10 / UTC-10 | 18 hours | 18 hours |
NIST says that “DST is not observed in Hawaii, American Samoa, Guam, Puerto Rico, the Virgin Islands and the state of Arizona” with the exception of the Navajo Indian Reservation, which does observe it. So Arizona and Hawaii keep their gap with Manila, apart from the Navajo Nation in Arizona, which follows the Nov. 1 change.
What time is it in the Philippines when it is 9 a.m. in California?
From Nov. 1, 2026, 9 a.m. Pacific Time (PT) is 1 a.m. PHT on the next day. For New York, 9 a.m. ET is 10 p.m. PHT on the same day. The table converts common times and shows where the date flips (each row checked against the UTC offsets, valid from Nov. 1).
| US time | Philippines time (PHT) |
|---|---|
| 7 a.m. ET | 8 p.m., same day |
| 9 a.m. ET | 10 p.m., same day |
| 12 p.m. ET | 1 a.m., next day |
| 6 p.m. ET | 7 a.m., next day |
| 8 p.m. ET | 9 a.m., next day |
| 10 p.m. ET | 11 a.m., next day |
| 7 a.m. PT | 11 p.m., same day |
| 9 a.m. PT | 1 a.m., next day |
Going the other way, 8 a.m. PHT is 7 p.m. ET on the evening before and 4 p.m. PT the day before. A call at 8 p.m. PHT is 7 a.m. ET and 4 a.m. PT on the same calendar day.
Which hours work for a call with the Philippines?
Taking 9 a.m. to 9 p.m. PHT as the window (our assumption for the guide, not an official rule), these are the US hours inside it from Nov. 1:
| US zone | Hours inside the window |
|---|---|
| Eastern | 8 p.m. ET to 8 a.m. ET the next morning |
| Pacific | 5 p.m. PT to 5 a.m. PT the next morning |
Before Nov. 1, the same window ran one hour later on US clocks, so a regular slot now starts an hour earlier for you.
A meeting fixed in Manila time shifts on US clocks. A standing call at 8 p.m. PHT was at 8 a.m. ET until Oct. 31 and is at 7 a.m. ET from Nov. 1. Phones update automatically when the automatic time zone setting is on, but a calendar invite in a fixed US time needs a manual check. For another zone with no clock change, see the US-India time-difference story.
When does the gap with Manila shrink again?
Under 15 U.S.C. 260a, daylight saving time starts on the second Sunday of March, which is Sunday, March 14, 2027 (our calculation). New York will then be 12 hours behind PHT again. Australia moves its clocks in the other direction, as the US-Australia time-difference story explains.
